No smoking inside enclosed space?

I rode a jeep last yesterday and I was aghast that despite the Clean Air Act (Part VII of IRR of Clean Air Act), LFTRB regulations and signs inside the jeepney, the driver who was not properly  dressed and WAS SMOKING.

 Section 1. Ban on Smoking. - The Local Government Units (LGUs) shall, within six (6) months from the effectivity of these Implementing Rules and Regulations, implement or enforce a ban on smoking inside a public building or an enclosed public place including public vehicles and other means of transport or in any enclosed area outside of one's private residence, private place or work or any duly designated smoking area.chanrobles virtual law library

The idea is that smoking inside enclosed space can be toxic and deadly to non smokers.  Second smoke (which contains more PM 2.5) contribute to cancer.  I have seen several ladies die of cancer of lungs who were non smokers.  Their husband smoked.

I also remember a senior executive die of cancer of lungs because his fellow execs smoked;  he did not smoke.  Only then was there an order from the Chairman to prohibit smoking during meetings.

THERE OUGHTA BE ENFORCEMENT OF THE LAW!

WHO WILL?


Why are they the king of the road?  They load and unload anywhere, pollute the air, and commit all kinds of violation and they cant be controlled
