There seems to be no local enforcement of clean air act despite the law's provision saying so!
I posted here that the best way to catch the air polluters would be to watch them as they go up hills, or when the vehicle is loaded. I therefore stood near Namay in Morong Rizal to watch the exhaust of tricycles going uphill and this came as a surprise:

This is the reason why air pollution contagion is spreading to Morong?
How much pollutants is this tricycle spewing in a day?
How many tricycles are like these?
Is this unique to Namay or is this repeated so many x elsewhere in the country?
I am running out of SD space to record these violators

This site would like followers and leaders to be aware of air pollution and how it impacts our lives and health. We seem to be uncaring about this growing serious problem which we know is there but we do nothing. Shall we wait for air pollution to be as serious as in Beijing? When do we act?
