Carbon emissions which is the concern of Kyoto protocol and which is given much attention (because of its effect on global warming/climate change) can sometimes be lumped with air pollution.
This article "Is Climate Change same as Air Pollution?" says this should be treated differently.
The topics belong to different subsets
Low carbon level in the atmosphere does not mean, that air quality is better because there are PM that are toxic and harmful to health but which are not visible.
Closer, more accurate, more relevant measurements must be made.
