Air Pollution in Metro Manila declining ? - DENR chief

This is a very recent photo of FBC taken at 6 pm.  There is a sea breeze blowing from the east. The horizon  should be clear but it is not.  This is the 106 TSP?  How come the skies look dark and horizon hazy?

From Manila Herald | November 2012

The DENR chief Secretary Ramon Paje reports a declining trend in the levels of pollution in Metro Manila.  He said that TSP( Total Suspended Particles ) has gone down in 3 Q of 2012

1Q  -   l35  ug/Ncm  (microgram per normal cubic meter)

2Q -    130

3Q  -   106

Particulate matter 10 microns or smaller

1Q  -  94

2Q -   86

3Q  -  77

But a group has disputed such statistics

The results look encouraging and we have no way of disputing the measurements.  However, visually, I hope the pictures do not belie the statistics/measurements.

What do you think?  Has air quality in MM improved?   It is no wonder that this site/post are seen by blind eyes.

It does not seem we have a comprehensive study data on pollution in MM?  But deaths and COPD occurences, I think we have.... That could be a good starting point.

What is the dark band on the horizon?  Rain clouds?

Why can't  we see the buildings at  Bonifacio Global City?

This is the declining level of pollution?

Can the people of MM (I think that is Taguig) breathe?

Is the white smoke  from a smokestaff harmless?
